This paper, Adaptive Leadership, Resilient Economies: Women’s Role in Climate and Disaster Preparedness and Recovery in the Indo-Pacific, examines how women’s leadership shapes economic resilience in climate- and disaster-affected contexts across the Indo-Pacific. Drawing on a literature and policy review, comparative case studies, and practitioner-generated evidence, the analysis challenges dominant framings that position women primarily as vulnerable populations and instead demonstrates their role as economic and political actors driving resilience outcomes
